I'd say it is loosely related.  The idea behind contrib/bench is mostly about speed, although it does have some relevance work in it.  This project is more about having open source corpora, judgments and queries that can be used to share information openly about relevance, etc. such that people have a reliable place to download all of these things free of charge.
